Health, Safety and Environment Diploma
This Diploma program focuses on preparing the student to work in field of occupational health, safety and environment (HSE) as inspector, auditor, coordinator, supervisor or manager in various industries and organizations. This program will give the student theoretical knowledge as well as technical skills in HSE.
Students will acquire required abilities including both of managerial and technical knowledge and skills to carry out their duties as a HSE expert in various industries and organizations. Upon successful completion of this program:
- Students will gain a solid understanding of Health, Safety and Environmental procedures at a management level
- Students will be able to function in the field of occupational health, safety and environment, and describe, plan and execute current models of best practices.
- Students will be able to describe, advice and recommend strategies to prevent workplace injuries, illness, and death.
- Students will be able to describe and discuss key prevention strategies, assessment and screening tools, intervention and plans, to prevent suffering and financial hardship that events can cause for workers, their families and employers.
- Students will be able to describe the issues brought about high-risk work environments, defining traits, and intervention and prevention issues facing high-risk working environments to prevent loss of human life and personal injury.
- Students will demonstrate competence, control, co-operation and communication in areas of their study discipline.
- Students will be able to articulate the impact on the client-consultant relationship with respect to cultural and diversity issues.

Admission Requirements
- Grade 12 Graduate or a mature student
- Meet the Language proficiency requirements as listed below:
Prior to acceptance applicants must meet at least one of the following language proficiency requirements:
- Provide verified results for one of the English language proficiency tests listed below.
- International English Language Testing System (IELTS) Academic: overall score of 5.5 or higher.
- Test of English as a Foreign Language (TOEFL) IBT: overall score of 46 or higher
- Canadian Academic English Language (CAEL) Test: overall score of 40 or higher
- Canadian English Language Proficiency Index Program (CELPIP): Listening 6, Speaking 6, Reading 5, and Writing 5
- Duolingo English Test: overall score of 95 or higher
- Pearson Test of English (PTE) Academic: overall score of 43 or higher
- Cambridge English Qualifications: B2 First exam (FCE): overall score of 160 /"C" or higher
- Cambridge Linguaskill: overall: B2 level or higher
- LANGUAGECERT Academic: B2 level or higher
- The Michigan English Test (MET): B2 level or higher
- iTEP Academic: overall score of 3.5 or higher
- EIKEN: placement of Grade Pre-1 or higher
Test results must be dated no more than two years before the start date of the program.
Mature student applicants:
- Completion of 3 years of full-time secondary education (Grades 8-12) or 2 years of secondary education (including English 10 and 11 with a grade of 'C' or higher) from a country where English is one of the principal languages(This may be demonstrated by providing a high school transcript, completion of a BC Adult Graduation program or providing international education credentials recognized through WES, ICES, or IQAS.), or
- Completion of 2 years of full-time post-secondary education at an accredited institution where English is the language of instruction (Language development courses (i.e., ELL courses) cannot be included in this calculation), or
- Evidence that a language standard defined and accepted by a third-party regulator has been met. This may include minimum language standards or testing options set by a third-party regulator (e.g., Health Colleges, Public Registries, Transport Canada, etc.).

HSE110 OHS Law and regulations
This course introduces structure and types of OHS legislation in Canada and British Colombia. This course will enhance understanding of students about OHS law, regulations, policies, guidelines and standards in British Colombia as well as law duties of workplace parties and powers of enforcement agencies, also Canadian OHS law like Internal Response System (IRS), due diligence and so on.
HSE120 Environmental Law and regulations
This course introduces structure and types of Environmental legislation in Canada and British Colombia. topic covered include Canadian Environmental Protection Act, Hazardous product Act, transportation of dangerous goods, environmental management Act Water Protection Act, Students learn how to relate environment legislation to workplace.
HSE130 Occupational hygiene
This course introduces occupational hygiene aspects including identifying, measuring and controlling of physical, chemical and biological harmful agents in the workplace. The course will enhance students’ knowledge about identifying and measuring harmful agents and enhance their skills to work with measuring tools and equipment.
HSE140 Environmental pollutions
This course introduces types of environmental pollution including water, soil, and air pollution and their control methods. Upon completion of this course students will have ability to describe types of environmental polluters in the workplace and their prevention and control methods.
HSE150 Fire Prevention and protection
This course is designed to introduce and enhance students’ knowledge and skills related to fire prevention concepts, fire safety standard-setting bodies, fire safety codes and standards, fire chemistry and its behaviour, fire safety preventive program and fire detection and control systems.
HSE160 Health and wellness
This course is an introduction to some important aspects of health and wellbeing in the workplace based on Canadian legislation including workplace health promotion, employee and family assistance programs, stress management, disability management programs, addiction control programs, effects of fatigue on worker health, psychosocial work environment.
HSE170 Ergonomics
This course will introduce ergonomics science and cover related subjects that create a comprehensive image for students. Topics covered include human body anatomy, physiology and biomechanical, signs and symptoms of related injuries such as WMSDSs, RMIs, RSIs & CTDs, ergonomic assessment and control measures, ergonomics plan, related standards (CSA Z412).
HSE180 HSE Management Systems
This course introduces basic concept of management systems and elements of HSE management systems including ISO 45001:2018 and ISO 14001:2015 and Canadian standard for OHS management system (CSA Z1000). The course will enable students to describe HSE management systems principles and elements and interpret their requirements in their own workplace.
HSE190 Risk Management 1
This course introduces basic and fundamental concept of HSE risk management including hazard identifying, risk assessment, risk evaluation and risk control. Also, student enhance their knowledge and skills about task and process flow analysis and some basic risk identification and risk assessment methods like JHS/JSA and FMEA.
HSE200 Risk Management 2
This course introduces some advanced principles and techniques for risk identification and risk assessment and their consequence analysis such as FTA/ETA, HAZOP, PHAST and EIA and students learn how to use related software.
HSE210 Safe Systems of Work (SSOWs)
This course introduces types of safe systems of work (SSOWs) including permit to works (PTWs), Work Instructions (WIs), Procedure (PRs), Lock Out/Tag Out (LOTOs) and Signs. Students will learn application and develop SSOWs in the workplace.
HSE220 HSE Training and awareness
This course is introduction to HSE training process in organizations and includes HSE training needs analysis, teaching and learning cycle, training planning, teaching approaches, learning styles and adult learning, learning assessment methods and evaluation of training effectiveness.
HSE230 Waste management
This course introduces types of waste in workplace specifically hazardous waste and how to manage them from production phase to landfills. Upon completion of this course students will have the ability to Describe types of waste, hazardous waste attributes, types of industrial waste, waste management elements (production, collection, Waste handling and separation, Segregation and processing, Disposal, Reusing, Landfills).
HSE240 Incident Management
This course introduces incident reporting and investigation methods and techniques in the workplace in order to identify root causes and prevention of incidents reoccurrence. This course will enhance knowledge of students related to incident reporting and investigation process and using suitable techniques as well as calculating incident indexes.
HSE250 Occupational diseases
This course introduces types of occupational disease in the workplace and their causes and effects as well as their prevention methods. Students learn anatomy and physiology, occupational toxicology and entry routes of hazardous materials to body, occupational illness and disease also, occupational health surveillance.
HSE260 Hazardous Material Management
This course introduces fundamentals of safe use, handling, storage, disposal and risks associated with hazardous materials. In this course student will familiar with the requirements of Workplace Hazardous Materials Information System (WHMIS) as a Canadian standard to fulfillment of GHS in Canada.
HSE270 workplace Hazards and controls 1
This course introduces some HSE hazards related to high risk operation, equipment and machine in the workplace including safeguard machinery, hoisting and conveying equipment, Powered mobile equipment and hand and portable tools and their related controls.
HSE280 workplace Hazards and controls 2
This course introduces HSE hazards related to high risk operation and activities in the workplace such as Electricity, hot work (welding and cutting), confined space and work at height and their related controls including PPE.
HSE290 HSE management- procurement and contracting process
This course introduces the process of HSE management in eight phases of a contract and duties and responsibilities of client and contractor in each phase as well as procurement process in the organization with considering HSE requirements. In this course students learn phases and steps of a contract and procurement and HSE responsibilities of client, suppliers and contractors in each phase as well as how to design a HSE-PLAN for managing the risk of a contract activities.
HSE300 Emergency Management Planning (EMP)
This course introduces objectives, requirements and steps of emergency management planning in the workplace in three phases including preparedness, response, and recovery. Upon completion of this course students will have the ability to Identify types of emergency situations, create a simple response plans and scenarios and describe duties and responsibilities in each EMP phases, Also they will be familiar with related standards such as CSA Z731, NFPA 1600, and Business Continuing Planning (CSA Z1600).
HSE310 Process Safety Management (PSM)
This course introduces meaning of process safety and its Key elements in process industries including management of change, worker engagement, competence, asset management and so on.
HSE320 HSE Auditing
This course introduces elements of HSE auditing based on ISO 19011:2018 as an international standard. This course will enhance knowledge of students related to types of HSE auditing, auditing principles and techniques, auditing process, auditor roles and competency, auditing data collection techniques and how to develop an action plan.
HSE330 Management approaches to HSE
This course introduces some basic concepts of management that an HSE expert must have suitable knowledge about them including Financial and business process, problem solving process, labour relations, strategic planning, leadership style, motivation models.
HSE340 Communication skills in the workplace as HSE professional
This course covers some useful communication skills in the workplace including, negotiation skills, conflict resolution, team building, presentation skills, reporting, job interview skills. Student will be familiar with their fundamentals and related theories and how to use them in their workplace for more successful.

Combined (Hybrid)
In this method, 50% of EACH COURSE of the program is delivered in person and the other 35% to 50% percent is delivered in synchronous** style and 0 to 15% in asynchronous*** style.
NOTE:
In this method, EVERY course of the program is delivered both in class and online. Courses may be offered in a different order as long as prerequisites are met.

Students may ask SEA in writing if they want to take different percentages in class or online. Upon SEA's approval, an amendment to the enrollment agreement must be signed.
*In person - means all classes of all courses are conducted on campus and students and instructors are on the same schedule and in the same physical location.
**Synchronous is when students and instructors are on the same schedule but can log in to a virtual class at the same time, only from different physical locations.
***Asynchronous is when students are on their own schedule and log in to the school management system at their own time, submit assignments on their own schedule and within a specific timeframe and are in touch with instructors via email and not necessarily at the same time and/or time zone.
